- urban areas to compete against weak incumbents
- urban/rural areas for expanded coverage/coverage where infrastructure poor
- services subject to license (voice-only or data-only successful under existing tariffs)
US ILECs resurgent, but still room for independents and cellular operators to use broadband FWA to offer new services or expand coverage:
- cellular operators need to use costly spectrum (often 25% or less utilized in some areas)
- independents avoid need to build costly copper infrastructure, in smaller urban/rural centers
