He also has served as Chairman of the Board of Directors since 1989 and Chief Executive Officer of Blue Cross of California since 1986. Previously he served as President of Group Health, Inc., an HMO in the midwestern U.S.; Executive Vice President and Chief Operating Officer of the Student Loan Marketing Association and Administrator of the Federal Health Care Financing Administration (HCFA). Mr. Schaeffer also serves as Chairman of the Board of the National Health Foundation and the National Institute for Health Care Management. |
