The “Blocked” icon on the toolbar is the pop-up blocker. To disable, click on the icon (circled) and it will change to “Pop-Up Block Off”.
To disable in version 7.0+ permanently, click on “Edit, Preferences”. Expand “Privacy and Security”. Select “Popup Windows”. Under “Popup Windows”, make sure the item “Block Unrequested Popup Windows” is unchecked.
