North Carolina - Governor’s proposed budget calls for 4.5% increase in 2002

Delaware - 6.25% increase over fiscal 2001

New York - Budget not yet approved, but most agree on increase of 4% or more

California - Spending could increase 7.4% for K-12 education

Ohio - 5.2% spending increase over 2001 fiscal for primary and secondary education
