BOARD OF DIRECTORS
2. MR. STUART LECKIE
Vice-Chairman and Lead Independent Non-Executive Director

Mr. Leckie started his career in life insurance in the United Kingdom before moving to Hong Kong in 1979. He now advises on investments and pensions in Asia through his company Stirling Finance Limited. He is also involved in the development of stock market indices in Asia and was a director of Exchange Fund Investment Limited, which launched the highly successful Tracker Fund in Hong Kong. Mr. Leckie has served as the Chairman of Watson Wyatt in Asia-Pacific and as Chairman of Fidelity Investments, Asia-Pacific.
Mr. Leckie was the President of the Actuarial Society of Hong Kong in 1981 and 1999 and was the first Chairman of the International Actuarial Association’s China Committee. He has advised the Chinese Government on pension reform and the Hong Kong government on the establishment of the Mandatory Provident Fund. He has served on various committees in Hong Kong’s Securities and Futures Commission and is a member of the Advisory Committee of the CFA Institute. Mr. Leckie has also authored books “Pension Funds in China” and “Investment Funds in China”. He is the Founding Chairman of the Hong Kong Retirement Schemes Association, acts as a trustee of several retirement schemes and sits as an independent director on the board of a number of investment funds.
Mr. Leckie graduated with an Honours Degree in Mathematics from the University of Glasgow in 1967 and is a Fellow of the Faculty, the Institute and the Society of Actuaries. He was appointed a Justice of the Peace by the Hong Kong Government in 1994, and awarded an Order of the British Empire by the British Government in 1995.
3. MR. RORY WILLIAMS
Non-Executive Director Appointed 18 February 2010
Mr. Williams is General Counsel of Treasury Holdings and a solicitor qualified to practise in Ireland.
He started his career as a trainee solicitor with the prestigious Dublin law firm Arthur Cox, qualifying in 1989. He specialised in corporate and commercial law while in practice and became a partner of the firm in 1998. Mr. Williams left Arthur Cox in early 2001 having been offered the position of General Counsel in Treasury Holdings, a position he has held since then. He joined the board of directors of Treasury Holdings in 2002.
As General Counsel of Treasury Holdings, Mr. Williams sits on the main board of Treasury Holdings, counselling the group on all legal matters. He has also been involved in every aspect of the Treasury Holdings Group’s growth in Ireland and in its expansion into UK, China, Russia, Germany, Sweden and Spain, in each case overseeing the legal implications for the group of its presence in these territories and ensuring compliance with applicable laws and regulations. Mr. Williams supervises all legal matters affecting the group’s interests in land or completed developments in Ireland, UK, Russia, China, Sweden, Spain as well as its interests in a waste-to-energy group in Germany.
Mr. Williams was heavily involved in the establishment of China Real Estate Opportunities Ltd’s (“CREO”) operations in China. He was based in Shanghai from April 2006 to July 2007, during which time he worked extensively on the acquisition of the Company’s assets in Shanghai and Beijing.
Mr. Williams graduated from University College Dublin in 1985 with a Bachelor’s Degree in Civil Law and in 1990 he received a Diploma in European Law from the same university.
4. MR. RICHARD DAVID
Executive Director and Chief Executive Officer Appointed 18 February 2010
Mr. Richard David is an Executive Director of the Board as well as the Chief Executive Officer of the Trustee-Manager. Mr. David was formerly an executive director of China Real Estate Opportunities Ltd (“CREO”). Mr. David is the Legal Representative of all the PRC operating companies within the Trust and is also a director of the Property Manager and sits on the board of the Treasury Holdings Group’s parent company.
Mr. David has enjoyed a career in real estate spanning nearly 30 years, and has held various senior positions in funds management, direct real estate management, development management and marketing. Prior to joining the Treasury Holdings Group in 2007, Mr. David had 8 years of on-the-ground experience managing real estate platforms in China, as head of real estate in China for the Australia-listed investment bank Macquarie Group Limited.
Mr. David was formerly a board member of the Australian Chamber of Commerce in Shanghai and is a director of the Foundation for the Children of China, a philanthropic organisation jointly established by Treasury Holdings and CREO in 2007 and is a recent recipient of Shanghai’s Charity Star Award.
Mr. David graduated from Queensland University of Technology in 1986 with a Bachelor of Business Degree and was awarded the 2009 Silver Magnolia Award by the Shanghai Municipal Government for service to the community and business.
